The framework adopts a strongly labor market– and innovation-oriented perspective, as it focuses on the competence requirements of technical professionals in the context of digitalization and the green transition. It is clearly vocational education– and application-oriented, as it provides concrete foundations for the development of curricula and continuing education programs in the field of higher vocational education and training (HVET). At the same time, it is research-based, combining multiple methods such as rapid evidence assessments, stakeholder surveys, and expert interviews. Through its alignment with European strategies such as the Green Deal and the Digital Education Action Plan, it also reflects a policy-strategic EU perspective and is closely linked to educational and economic policy objectives.
Competences are dispositions to act – they describe the
potential to act effectively in specific situations. Whether
someone truly has a competency becomes evident only
in real-life performance.
